In later lives you see them wear the same clothing as a group as the other girls have more feminine figures by then. It is because the same clothing on her would look more sexual as it looks cute on a more girly figure.

There is absolutely no reason why someone should have to wear different colours based purely on their height.

If anything I'm pretty sure its to show that she's American, what with her wearing typically American clothes whilst the others wear typically Japanese clothes.
