I once worked with a guy, (Aircraft designer by name of Pellarini) who had designed and built a flying car, but he eventually abandoned the project because he had no end of problems with not only aviation officials but also the Traffic Authority. That was in Italy, before he migrated to Australia.
CG is set for Pilot Weight. The Outrigger Flying are adjustable and pinned per a range of pilot weight. Once set your good to go. Passenger and cargo weight effects CG very little if any. Hope this helps, great day, Troy
