Because of all the mercury in his hat, it's affected the Hatter so much that it changed his skin/hair/hands........(head). Usually the change in his look depends on what memory he's thinking of, good or bad.

Note: In earlier times, hat factories made hats mostly out of mercury to keep the hats from being affected by rain. Unfortunately, the mercury made people very ill, so hat factories had to stop using mercury in their hats, so if your hat gets wet, don't get any ideas.

I think part of it is from the fanfic series "the looking glass wars" in which Alice is the princess, but is kidnapped, and escapes to earth, finding her way back at the age of like 15.
