And since there are statistical figures highlighting broken homes/bad home environments and problem behaviour in young people, why on earth would you want them to stay in what could be a dangerous and negative environment for a month? Adding new policing powers does not change the reason the person behaves that way. And if you are reactive rather than proactive, you're basically just wasting our money.
If you deliberately isolate a child at home for a month except to attend school, you'll create a situation which is logistically unenforcable (do we really want the police or the expense of technology to monitor whether they are at home?)and you deliberately create a sense of isolation - isolation being a key factor mentioned in many social care reports as being a hugely negative factor in people's lives and which can drive them to commit crime amongst other things.
