Basically, Jeff Moss had been already been diagnosed with colon cancer at the time and knew that he wasn't going to be alive much longer, so this song ended up being considered as his "farewell to Sesame Street".
Moss died on September 24th, 1998. According to the Muppet Wiki, one of his last writing credits was for the Elmo's World: Music segment.

Hm. I was born in 1982. As far as Sesame Street is concerned, people born when you were are interesting to me because you were probably the last group of kids to watch what I call "the old show". You would have been four or five in 1998 when it started reinventing itself. It's changed more in the past 10 years than it did in all 29 years before that. Sure, some things changed during those years, but kids watching in 1973, 1983, and 1993 were having a very similar experience. 2003? Not so much.
"similar experience"...very impt. people these days (sorry, dont mean to be all philosophical, mean my words..) are SO divided its SO RARE, so impt and i cant stress more..so impt to have something 'similar' to 'group together' you know, instead of just hitting/killing the other just because we have little differences..sorry, im not always nostalgic, but just these impt points..having "similar experience", its SUCH an important thing...and slowly disintegrating these days..
It does feel like we're getting more and more hopelessly fragmented. I mean sure, it's just popular culture, but I think that can count for more than one would think. Common experiences do mean something. It's too bad Sesame Street can no longer be considered the same kind of "common ground" that it once was. Just one less thing.....
