The SWAT jacket is found in the Palisades mall. The easiest way to get there is from the Atlantis Casino (I think that's the name of the casino, I don't remember. I've stopped playing this game a long time ago). Go up the RIGHT escalator and turn South-East. There will be a shop, it's a 'rifle-range' shop thingy. The shop has shotguns, machine guns, sniper rifles, handguns, grenades, SWAT helmet/jacket and army boots/jacket. Though, the shop does not include the Mercenary Machine Gun.
