Dealers have to accept certain terms to take part in the program. That's nothing unusual. The language about the system is the "CARS" system, not the dealer's system. I agree that the language seems to overreach a bit. If a dealer defrauds the gov't (yes, I'm sure that would never happen), now the gov't has easy recourse to file suit and gain discovery, esp. given that the dealer has agreed to the terms.
The dealer can choose not to take part in the program if the terms are unacceptable.
And, if anyone bothered to listen he said DEALERS go to the site and sign in and get the scary language. THEN he stops talking about dealers and widens the language to ANYONE. If you actually go to the site, you'll find that "Consumers you do not need to register anywhere or at anytime for this program [therefore no logging in]. However, to find out eligibility requirements click here."

The Terms are ONLY for the participating dealers, NOT consumers.
Consumers will NOT see the disclaimer, but it is part of the process for dealers to register for the government program and have access to the database. The terms are supposed to prevent the dealers from abusing the system (example: turning in same VIN twice for double rebate).
These are still incredibly bizarre and outrageous terms and are completely unnecessary and USELESS for the purpose you propose they serve (preventing duplicate submission of a VIN).

Has nothing to do with the fact that the actual facts were miss-construed by Beck by implying they would apply to ALL users of the site, yet this since replaced agreement only popped up when a accredited dealer submitted an actual claim for reimbursement and no other time, something an ordinary person would never do and if they did, any decent lawyer would tell you that this agreement would not hold up in court...

Dealers have to accept certain terms to take part in the program. That's nothing unusual. The language about the system is the "CARS" system, not the dealer's system. I agree that the language seems to overreach a bit. If a dealer defrauds the gov't (yes, I'm sure that would never happen), now the gov't has easy recourse to file suit and gain discovery, esp. given that the dealer has agreed to the terms.
The dealer can choose not to take part in the program if the terms are unacceptable.

If you actually go to the site, you'll find that "Consumers you do not need to register anywhere or at anytime for this program [therefore no logging in]. The Terms are ONLY for the participating dealers, NOT consumers.
Consumers will NOT see the disclaimer, but it is part of the process for dealers to register for the government program and have access to the database. The terms are supposed to prevent the dealers from abusing the system (example: turning in same VIN twice for double rebate).

They are very much ignoring the statement "When logged on to the CARS system" It being considered a part of the Federal computer system is only for the short period of time you are using your computer to access this federal program.
