The UK is changing but much more slowly. As I see it, this is because we are under much more pressure to remain amenable to the status quo. Added to that, we have a sovereign that our legal system is dominated.

The British Legal System is dominated by the Crown and it is to the Crown that we pay our taxes. It is to the Crown that all our security services swear allegiance to.
