Which Bill? If you are talking the one who just married Lizzie, he is Josh's nephew. Billy, Bill's father is Josh's half-brother.

Olivia was married 5x, Josh, Alan, Phillip, Bill, and Jeffrey (her freakin' rapist, I won't go there, not tonight anyway LOL).
