Yeah it automatically did it....

However there have been times when my internet was "nearly dead" and it didn't work. This was ages ago but my internet was so crap it would be pretty much out (though it still thought I was online). During THOSE times steam's offline mode didn't work. The reason for that was simply because it still detected a connection...every so slight though. That was solved by just completely unplugging it.

I can't say what your issue was but offline works usually.
