Mirza Kuchak and other revolutionary people fighted against the foreigners influences in North of Iran, like England and Russia. Yes, I think federalism only works in certain places, cultures and circumstances. It does work in Germany or the USA, but not, for example, in France. Each situation is different. Also, I think it is strange that he mentions fighting England when Reza Shah was himself a strong opponent of the UK.
