The first try on pro you can't do this so easily as your body armor won't work with disguises early on, and you don't have all the weapon upgrades. Also you might need a new identity and won't get a huge reward at the end of the mission.

BTW he doesn't find them by the walkie talkie frequenze, the targets are talking with each other and are giving away their location (ofcourse it's a video game and it's programmed that when u get a walkie talkie, they appear on the map)
