Of course it is. However, you don't get as many points for a non-action shot. Action shots will give you a bonus. Fewer action shots = more still shots to get the same level up.

You know something that is hilarious to do with the Houdini Splicer? As soon as you exit the doors, there is a gas canister to your right, pick it up with telekinesis, and then throw it at the splicer as soon as he spawns back inside the doors. Shouting "Surprise!" at the same time seems to help in an ironic way.

Nitro are everywhere. Any splicer that throws bombs/nades at you is a nitro. Neptunes Bounty is the first level you can take pictures after you get the camera.
