It was 280,000 last year, but the "open" job market does not have the capacity to satisfactorily absorb that number. I think, given the present situation of unemployment and underemployment among both newcomers and Canadians born here, even 50,000 a year would be too much. It is a simple question of supply and demand.
Our immigration policy is a disaster. It lets in cheaters and people who are nothing more than a burden. It is incapable of keeping track of people it lets in. It fails to deport people who commit crime. On the other hand, it also draws in skilled professionals who when they arrive find out their skills are not in demand. The numbers should be dramatically reduced.

A Sudanese Nuer youth would not share their success in Canada, but the notion that they COULD, prolongs implementation of the current policy.

I'd suggest advocating increasing the birth rate of Canadian's. Offer help with higher education and tax incentives to have more children.
Be careful of rapid influxes of different cultures. You could end up with a 'Balkinization' of Canada.
