I can think of two reasons why this never aired:

The commercial people probably thought you were trying to sell cigarettes since there's a close up of him smoking and you can clearly read the box says Marlboro.

The one other thing is the guy pees on the street corner unzipping his jeans and if he was wearing depends, it wouldn't have been necessary, he could just peed the diaper-his pants.

All in all my kind of guy.
