Kanon Fukuda was (and still is) in hello project egg at this time(and I don't think there were any plans for Kanon to join C-ute either), and in this video the staff were just having Maimai and Kanon stand next to each other to see which one of them was taller. Btw, the staff were calling Kanon and Maimai "Fukuda" and "Hagiwara", no one mentioned Okaichan or her sister's name. But one staff did say "Maichan"

actually...the little girl in blue (next to mai) is KANON Fukuda, she's also a part of Tomoiki Kiwouetai. Kanna is standing behind them (or is it saki?) and I think she'd already graduated from Tomoiki to join C-ute during this. lol the two names are confusing.
