the elites and brutes were close competetors. the elites were the strongest, besides the hunters, before the brutes came along. the brutes are more agressive than elites by the sounds of it. but the prophets ended up siding with the brutes and just kicked the elites for no apparent reason.

Ok, in the beginning the Elites and the Prophets were about the same. But the Prophets found a forerunner ship that they used to defeat the Elites because when ever the Elites would form a counter-attack the Prophets would teleport away. Then they would surprise attack them again until the Elites gave in and joined the Covenant. Then they defeated every other alien race and forced them to join. The reason every weapon is there is cuz the Brutes were killing the Elites.
