This was an accident, there was nothing that could have been done to prevent it. The mother has a natural protective instint for her offspring, she doesn't have to have "training" to care for her young. These types of things just happen. Its sad that it did but in the wild I'm sure it happens quite a bit and I am more than sure this won't be the last time this will happen in any zoo.
Accident my ass. It happened just as friend of mine and I said it would the day before. That zoo put a neurotic animal that has no maternal training from its mother in an area that would have been small for a parking lot, gave them a pool that they are afraid of and bammo this is what happens. I saw it coming a mile away. They have their priorities way out of line. First get a cognitively healthy animal with enough room to thrive and then try this. Its all about the money there.
