Yes a 3/4 tune with a 4/4 beat... or not quite. Anytime the drums start, its always 4/4.

Tango is like the Beatles of oldschool. Look at how many goddam remixes have "Tango" on them... Grand National, Can't Stop The Rush, the ones he did with Fallout and Ratty, Tango & Dom... he was the best. He practically created the 1992 feel/genre himself.
