UNCIP August 13th 1948 made it very clear that since Pakistan had invaded Kashmir in violation of international law, the presence of Pakistani troops constituted a material change in the state of Jammu and Kashmir. Therefore the UN required Pakistan, and ONLY Pakistan, to withdraw.
