I think the reason Belle never moved on was because a part of her always subconsciously knew Claire was Shawn's. Even if she had moved on I think her and Philip would have broken up once the truth about Claire came out. I bet if Claire was Philip's Belle wouldn't have had that miscarriage after the baby switch and that baby, being Shawn's, would have brought old feelings for her and Shawn which would have eventually ended there marriages one way or another.
