The story for the title is that the reason its called "Rainy Day Woman 12 & 35" is because they were jamming to it one day and it was untitled, and a mom and her daughter walked in to the studio to get out of a storm that was outside. Bob was talking to them and he tried to guess their ages and guessed correctly, they were 12 and 35.
You dont know its not like that, there is no definitive answer. All i know is my story is a very common story. Also how does 12 rhyme women and rainy day 35? I could understand him just putting in random numbers to make it flow better, but i dont see how those numbers rhyme anything.

420 came about because 6 high school students in CA could only smoke at 4:20....after school and before their parents got home. XD Dylan actually guessed the age of two girls who came into his studio on a rainy day, 12 and 35 XD = 420 Interesting how he got his titles lol. I actually think another meaning is about the trials and tribulations of a relationship...cause of what two people will "throw" at each other.
