The text was assemble throught some sort of lasso, or magic wand tool, the funny white glow is caused by a blur tool or smudge tool used to blend them into the fake background. I can tell you that right now. I spend all day looking at pixels editing photos and making photo effect.

1. He/she didn't explain how an alleged OCR document does not contain searchable/selectable text.
2. He/she didn't have an explanation for ZERO chromatic abberations in the document. Filters will filter out the abberation, but it doesn't fill in the missing data that the lens eliminated. In other words. There are no chromatic abberations or chromatic corrections in the document. It is a computer-generated document, not a scanned document.

I think they scanned the book as a black and white scan and assembled it on a computer because if they scanned the security paper with the copy printed right on it, then it would say "void" on the security paper and people would think that was suspicious. The Ap version is correct color scan you proved. So the only questions remaining are about the information on the document.
That is: why :African instead of Negro, Why Kenya not called Protectorate, name of hospital,no seal.
The name of the hospital looks to be legit. It's the exact same as the Nordyke certificate.
Usually a watermark of VOID will appear only on things like checks. Other types of documents will have a watermark show up that says COPY or other such verbage.
