Second, a lot of Hugo mirror comes down to using EX Lariat correctly as well (Although this is a poor example).
Finally, Hammer Mountain is extremely easy to combo into, and punish with.
I want to say from experience that the easiest and safest setups come from crossups and buffered jabs. This naturally makes it much easier on taller characters (though it's only really a problem for oro or makoto). This is from a casual player though so take it with a grain of salt.

In SF4 yes, the stamina is diferent from character to character :)
@MXunderscore Cough. That's wrong. Gouki certainly has much less health than Hugo, no matter if their health bars are the same length. Do you even know what Hugo and Q's taunts do?
Hmmm although what I probably would've done is lp palm bomber and cancel into hammer frenzy. Most people try to punish immediately after they parry the palm bomber so they'll get hit by the super.
