How is this different than approaching a random person on the street and offering them money to rob/kill/etc in a context not related to religion? If the government can do one, they can do the other. If one is not acceptable, then the other should not be. So, to determine the legality of the situations described, determine the legality of approaching the same sorts for any other criminal activity, terrorism excluded. I think most such cases are disallowed as entrapment, but I am no lawyer.
