Im not sure i did it ages ago, but i think you can just count the houses inside the 16 x 16 sqaures, and if they overlap, then you have to keep track of whats happening, as it can then get complicated.

No you need 50,000 in your bank to start with you dont need to do anything after you have.

yeah the gold watering can is the pretty much whole reason anyone would want a perfect town. Im glad I have a gold can :) btw can you do a "how to make hybrid flowers" video?

It is, but it does take patience. You can use the golden watering can to make the gold rose, hybrid flower, revive dead turnips, and dead flowers.
