The glitch is the knockback you get off it. if you do an attack, shorthop then at the peak of your jump do the chain, it gives the same knockback as the attack you used.

For those who don't understand this video, skip to 0:46.

The first hit with the chain acts NORMALLY and doesn't send Marth very far, and has a shock animation. The second hit with the chain acts ABNORMALLY (different, weird, etc.) and sends him far away with no shock animation.

the shocking is a normal thing, see where he knocks the enemy away with the chain, normally the chain could never do that. by using the chain at a certain time, you can cause the hitbox of the previous move to stick to the chain
