Actually yes, Alive parrots can be out of cage without escaping or fly away, i remember beeing at Lanzarote 2 years ago and i was walking on a road and at my right side theres was a 1 m wall cuz the ocean was down at the right and at the wall it sat 2 parrots there, no cage.
