Dark rain clouds absorb solar heat at low levels like 5-10 000. I've been sprayed a lot and been in mountains as it floats in, fog reflects solar heat and UV and as a bonus uses the moisture that would form dense rain clouds. They can collect fog at night as well to avoid any rain falling. Just as bad tech as any other theory but you can't dispell night time weather mods.
