If I deselect "warn users of this action," I still have to "select the option that best describes why you want to shudown the computers" under the Shutdown Event Tracker. Will that reason be shown or discoverable to the user of the computer I'm shutting down?

This does not work around the globe, Only in you're network... How can 1 computer have an External IP Adress? Type Net View in CMD and see a list of IPv4 IP adresses and use those ip adresses to shutdown computers at your own home.

Remote Shutdown uses RPC port 135, most routers/ISPs will have that port blocked. That IP you tried to shutdown is probably not trying to "hack you". There are so many automated things going on in the internet.
