Maybe you should put the light at the top of the umberella shaft, that way water won't even be anywhere near the lights. Also, if you added a reflective surface to the inside of the umberella, almost like a photograph light reflector, it would take much less power to illuminate the ground around you.
Well, for the collapsable problem, I was thinking of inlaying LED's into the upper part of the shaft, which would be a challenge for any metalworker, but might look really cool in the end.
Mary Poppins will love these. This opens up a world of possibilities for her. She can now go clubbing and street racing without having to bring a separate flash light.

those two problems are fixed by one thing:
Battery powered lights, they make them, but its too early b4 xmas to see them in the stores.
these are made to be used outdoors so you wont electrocute yourself, and even if you did its just a battery so you couldnt get much of a shock.

The reflector is a very interesting idea, although it would have to be able to collapse when you close the umbrella...
