I don't think in military application, this is perfect as a surveillance tool for the police. I live in Puerto Rico where a lot of drug dealers cause terror killing a dozen of people a day. With something like this you can limit the officers risking their lives on the street, have dormant drones in strategical areas and activate them for surveillance or use them for pursuit a suspect and at the same time you are moving your officers for catch the suspect.

We, as in Americans, did not put it there. The Japanese people decided this after the defeat of the Imperial Army. See Article 9 of the Japanese Constitution.

Also, the JSDF is a more than capable military core, yet, under Article 41 is limited from a full scale military in that it does not have caches to go on full scale war but enough to protect its perimeters.
