This makes no sense. The cards are only for players. Law 12 Fouls and Misconduct. Players and substitutes are shown the cards if they commit the offenses. The coaches and support staff are verbally warned or sent off, in the same manner as the cards without actually showing them. In fact you don't even technically need to show the card, especially with younger players. So showing "the red card" only works with the 22+subs. This should say referee sends off 36 people.
