Go into bios then power managment and change "wake on event setup" from bios to OS reboot when you login to ubuntu go to power options and change "when power button is pressed" to suspend hope this solves you're problem.
@Ultimatesniper11 I can't do this as I don't have a BIOS, my laptop has EFI and doesn't have much options in "BIOS" setup. Only thing in there is boot start disk options.
I ended up fixing this problem by calling into "The Tech Guy" with Leo Laporte. He had a link to a site called linux laptops, and it has a solution to this problem, which is a grub boot option actually..
I have seen this on two different computers now. Ubuntu 10.04 and 10.10 and asus intel and amd motherboards. But installing gnome 3 in 11.04 on my new motherboard, suspend works fine.
There is no sleep type when the BIOS is EFI and not a BIOS at all.. Also, there ARE bug reports, but it's a fault in the linux kernel and no one plans to fix it.
If you can, change the sleep type in BIOS... although compaq sucks so I wouldn't be surprised if you cant change it. If hibernate works I'd just use that and disable sleep(somewhere in gconf-editor, I think) , saves more power anyways.
I have a similar issue to. Except mine acts weird in different ways. As in, log in screen appears when I return from standby, but no mouse cursor. Or even just trying to log back in, the system locks up. It's very irritating. I believe you may have to update your firmware, as of what I saw in a post on someones thread about somewhat close to your issue. I would try going to Compaq's website, and trying that.

@matemusic I do in fact have a fix. GRUB needs to be modified by adding "pci=nomsi" without quotes, at the end of the entry for the kernel.
Then it can wake from sleep without issue. I however don't have this laptop anymore, and use a MacBook Pro.

This problem has been resolved thanks to Leo Laporte. His site recommendation led to a fix. Appending "pci=nomsi" worked.

People, this problem has been found, it's a kernel related issue, so it's not Ubuntu particularly.
