I don't see how he's wrong. He may have phrased it awkwardly, but he's absolutely correct that a major resolution to society enacted by the Constitution is carried out through the Declaration's most important ideals. This is supported by the Federalist papers and so on.

No matter what Bill O'Reilly says people are going to call him stupid. People make false claims such as this one because they simply don't like him. What he said is absoultely correct. The Declaration of Independence was a statement to Britain basically declaring their independence. The constitution has amendments like freedom of speech, right to bear arms, protection against unreasonable search and seizure.
