also, he is most likely slowing down to fuel at the west fueling depot. almost all west-bounds stop there to fuel and change crews. there is an identical depot on the east side of the yard.

Why is the train going so slowly?

He is approaching a red signal. He will be waiting for over 2 hours for a train coming from the west.
