For those of you who don't get it: He's spinning his entire body up until he hits his opponent, then, it basically 'freeze-frames' the moment Akuma hits his opponent.

Secondly, even though the command is Up + Up + KKK, it's still a LOT more combo-able then Wrath of the Raging Demon.

Yes, the new command is a bit weird, but I'm betting you can Shoryuken FADC into Ultra if you enter the command quickly as your dashing forward.
