um yes he is. he has higher speed, faster hand sign abilities and he is a master of genjutsu, a talent that even jiraiya said he's no good at. hell even the trick he taught naruto was useless again itachi's regular genjutsu. i mean i like jiraiya as much as the next guy but even i know that jiraiya vs itachi equal itachi win. also if your going to bring sage mode into this then i'll bring mangekyo sharingan into this.

the only time kakashi fought itachi was back during part 1 where itachi was in complete control of the battle and when kakashi fought the 30% chakra itachi body double, so when did he keep up with itachi? by the way yes i believe that jiraiya could fall for the mangekyo sharingan unless u explain how he can defend against the strongest genjutsu when he lacks the ability to properly defend it. also speed does mean alot i'll use gaara vs rock lee as my proof.

well theres a number of ways he can defend against it
1.dont lookat his eyes
2.jiraiya can break genjutsu by stoping his flow of chakra..or have a frog do it for him.
3.not to mention his detection barrier, frog song genjutsu,and hell swamp to keep him at bay.
4. and it seems itachi has limited chakra supply, while jiraiya keeps spaming powerful jutsu
5.the use of kage bunshins are great against sharingan
6. seeing as how jiraiya pulls summons out of his ass id say he will not be alone
