or u can put loose powder on the bottom of your eyes and then do you eye makeup. Then just use a fan brush and brush the powder off. Works like a charm.

Another option would be to do the eye makeup first before doing the face makeup, this way, no clean up is needed. I only do this for smoky eye look.
