The HIV virus has only 3 small strands of RNA--one for intracellular processes, one for peneteation of the host cell, and one for HIV duplication inside the host. It is very simple, which makes the vaccine very hard to achieve. Smallpox is quite complicated incomparison, making it easier to find an attack point. Virus vaccines are extremely difficult to achieve.
