This is a card game similar to spades or sheepshead. Books on reading the Tarot in English never use the term "Tarot player" to describe card reading. This is a distinction made in the West which I've noticed appears lost on those translating to English from Asian languages.

@Oudler although I agree, this is actually a play on words.
Obviously, both the tarot cards and regular playing cards are cards.
What the author is implying though, is that the "players" are playing a game of Tarot. They are playing a card game, using tarot cards.
It's not an error of translation, the title is deliberately set like that.
