The Japanese government is lying and being very inept. They knew full well, in the 8 hours the emergency backup batteries were running, whether they could get the pumping and power running.

If they knew they couldn't get power online, then they should have decided right then to use the Chernobyl Option. Then they could have pulled the workers out and not one life would be cost.

The reactor is exposed, because if the containment vessel was not broke, they could not dump water on it.
