So, the relief is meant for people who had steady and sufficient income to afford all mortgage payments for the property they were buying, and believed their incomes would continue. You should get the relief if you can establish the above even if you lost your job later. Otherwise you had no business buying the property. Obama is trying to be fair here, but he just can't win.
