I lived in Korea for about 4 years and bought (and would wear) a couple of halter tops. Admittedly, at 12, I was the same height and weight as most adult Korean women. I never noticed the need for modesty but then again, I figure I got the "foreigner" exception. That and I was pretty oblivious to most things besides food, playgrounds, and bb guns.
