There are joint chains that undergo dynamics simulation as the head moves. The polygonal hair mesh is skinned to these joint chains, giving us the hair flowing motion we need.
Pretty tied up with projects nowadays. I'll try my best to get a tutorial up within the next few weeks if possible. Will let you know when it's done. But no promises though.
