It's called Karin or Chibi Vampire.

And the reason she gets those nose bleeds is because she's an unvampire and whenever she comes across a person who is very misfortuned, her blood level increases massively and she is forced to either bite them and inject her blood or ...she gets a nosebleed ^^;
