No, he's not. Notice how Chun Li kept twitching back and forth, and quickly ducking, as if the player was trying to rush his/her controller to do the special correctly. Nonetheless, the Ken player is still spectacular for his incredible comeback.

The reason Chun was doing that was because he knew ken was trying to anticipate the super to parry it. You see how the ken taps forward at every slight chun movement. I think you have to anticipate when the super is done to parry it so Chun was just trying to throw him off with movement. Oh yeah... and that's Justin Wong.
