No, this is a list of mostly semi famous english/ european people wearing dresses to the oscars not a best dress list. I can tell by your accent you R not American so that explains the presence of Kate Moss, Elizabeth Hurley, Kate Winslow, C. Zeta Jones, Bjork, Keira Knightly b/c those dresses being on a best dress list is out of freaking left field. Only the Audrey Hepburn Givenchy dress makes sense to have on a best oscar dress list. However, this list was oddly weighted w/ English actresses (2 tier actresses at best which is odd) & English singers & cause celebs. Didn't really make any sense. The dresses were either ugh or meh. Upon rewatching the video I realized it's from a English person's perspective. Of course they'd be partial to Brits.
