THESE are the taxes that make a difference in stimulating economies. (2) There were targeted tax credits and exemptions. These were cumbersome to qualify for and for the few businesses that were targeted, many still didn't qualify.

THESE are the taxes that make a difference in stimulating economies. (2) There were targeted tax credits and exemptions. These were cumbersome to qualify for and for the few businesses that were targeted, many still didn't qualify.
