of the legislatures of then 48 states. He
proved beyond a doubt that the Congress never did get the 36 states needed to passing the 16th Tax Amendment - as required in the US Constitution. Unfortunately for some of the states, their willngness to vote for it was voided mainly because of missed deadlines, mistakes in punctuation,ie, not exactly like original Federal document.
